Traveling south this weekend I saw a cop car with lights going headed north, followed by 4 highway maintenance trucks, blocking all of the lanes of traffic. They were traveling at about 30 mph. There was traffic backed up for about a mile following them. I’ve never seen this before and wondered if anyone could tell me the purpose of this?

Sometimes instead of stopping traffic officails will slow it down in order to perform maintenance. I recall one I was involved in where a rolling road block was set up while there was blasting going on under the road. This could also be used when construction vehicles were entering or leaving the roadway from the shoulder and median. Seeing the highway trucks I cant help but wonder if this wasnt some sort of paving operation .
